Tables are missing. An upgrade to new software levels , may not guarantee that missing tables will be created , based on the options chosen to manage the system.
There is so much data, of some historical value held in the database system. That is true.
The base software also needs to be upgraded - eventually !

When upgrading, not only is there a need to test all changes ( symbolic links , base files get overlaid and need to be copied back. new tables need to be checked for correct access and so on and so on
A test system is needed to do these things - before the system is taken offline for the upgrade.
The software upgrade may not take long.
However , we need to have a list of known changes that take place with the upgrade , to make sure current files that are considered important are actually backed up beforehand and replace any new version of these particular files.
Some files may even need further manipulation to meet the latest software level.
An upgrade cannot be treated lightly.
