The rate of interest on late payment of tax is relatively low compared with the returns businessmen can make on the same money invested elsewhere so they often leave it as late as they can, in many cases being petitioned like this only to make the payment or come to an instalment agreement at the last moment. Most don't get as far as a bankruptcy petition but if they don't have the cash available it can get that far. He's probably done it more than once.

No he paid his tax on time no problem I think (and expect). His case was over the rules around whether people who call themselves self employed but work for one business on such a regular basis it could be classed as being an employee of that business. Self employed pay less national insurance and can claim more to set against income than employees can. A bit of a money-spinner.
