You're right but it is also UEFA and FIFA's responsibility to do something about this.
Agents should be removed from the game all together. Each country should have a group of approved agents, acting for and paid by that Country's FA who should assist in faciliting the movement of players. Fees could be set, rules drawn up, money goes back in to the game. If players want an 'agent' to help them arrange a landscape gardener, a sponsorship deal or to book in for a hair cut then they pay for it themselves and the individual is not permitted to represent them during contract negotiations.
I've said this for years and have shared this theory will people but I seem to be in a minority in thinking that it is doable. Player power needs to brought under control - if you don't represent yourself or use an approved agent to facilitate your move, you can't move. If you're out of contract and would like to sign one then use an apporved agent or represent yourself.
This is something that FIFA and UEFA could do overnight.
