Arsenal have never been big spenders under Wenger, his transfer record with big money signings is not exceptional. He definitely prefers younger players so he can develop them.
He built the "Invincibles", the team that went the season unbeaten. But after that Mourinho came in and it was game over. Chelsea simply outspent him and he lost his most valuable players. Scum were able to keep up once Mourinho went. New strategy was to rebuild from youth and concentrate on the CL in the meantime. They got blown out of the water again when we started spending.
If you gave Wenger £100m at the start of the summer, he still wouldn't win the league, because Chelsea, scum and us would just increase their/our spending too. The real problem isn't transfer fees anyway, it's wages, the big signings want big money deals and that would disrupt the squad. Nasri was offered a big pay rise, but it wasn't enough.
Arsenal's plan was that they'd turn a big profit from redeveloping their old stadium into apartments and they wouldn't have debt. That hasn't worked out so they're trying to pay off the debt quickly so they can start spending again without worrying about problems. On this front they're in great shape: Chelsea will almost certainly not make a profit for years, rags have huge debts and we'd be in trouble if we didn't have an infinite pile of cash ( :-) )
Losing players like Fabregas is a huge blow, he's capable of getting three times the wages they were paying him and never showed any major interest in money. He apparently took a pay cut to push through the Barcelona deal.
