It's a translation issue - the word 'victim', as delivered with a high pitched nasal squeak on merseyside, translates as 'cunt' on the rest of the planet.

They can reuse the armbands but the bloke who sells them candles must be a multimillionaire given that they hold a candle lit vigil just about 365 nights a year for some cheap whining excuse or other - I'll bet they've bought the candles for tonight already!
