It's a difficult but interesting question, AVS.
One of the problems the J-League here has is the leeching of any reasonably talented player to Europe at the first sign of competence. As a result the remaining players are of a lower standard. Fans aren't that interested in the mediocre players that remain and so attendances remain relatively low. Players play against and train with lesser players each week and the league stays poor.
With Asian countries it also poses problems at international level. too. Do you pick the Europe-based players for internationals, knowing that they don't necessarily fit the system and will be knackered from long travelling times but will attract crowds because they are bigger names, or domestic-based players who know each others' games better because they play at home but are not that famous?
If you're trying to develop the league as a whole, as I suspect the UAE are, I think their better players need to stay.
