it's a scarf. Wear it when yr neck is cold, or when you feel stylishly compelled. I wear them often in the fall and winter. Not a City one mind you, because i'm not some thicket running around wearing a football scarf to business meetings, but you could wear it to a football match or a bonfire, or a gang bang or whatever you do for fun where you might need a little bit of warmth retention, or want to show off your city spirit.
