I think there is a bad perception about Baldie and youth players.
People said he promoted a lot of them at Barcelona, but a lot of them forgot he was the B team manager and many of those promoted by him were actually his players: Busquets, Borjan, Pique, Thiago.
He splashed the cash for Ibra, Alves.

Then at Bayern same, he splashed the cash for Thiago, a player he knew, Lewandowski, etc. Can anyone say he promoted any youth at Bayern? No.
