Kompany made a post match comment about managers whose choice for their team system may not necessarily be their best players. According to baghead Sterling, Rashford & Saka are quicker than Phil, Grealish keeps the ball better etc etc but I'm guessing something else may be going on in the background - he's not been starting for us either. For a manager to pass on Foden, you have to say that he’s in the wrong job.
Only one City player in the first team, seems like they’re choosing players on their popularity rather than form.

His team is outplayed for 90 mins by a bunch of of lumpen yanks and baghead comes up with this gem:

But Southgate instead opted to bring Marcus Rashford and Jack Grealish on to replace wingers Bukayo Saka and Raheem Sterling, with No 10 Mason Mount playing the full 90 minutes. Many felt that Foden could have made an impact if brought on to play through the midfield, but Southgate didn’t as he explained: “We didn’t feel it was right for Phil in the middle because he doesn’t play there for his club.”

Something else going on? The point is that Bernardo, KDB & Gundo are all available to play 8 at City - Pep has constantly pointed out that is the only reason why Foden doesn't play there for us, he has the ability.
