Maybe he isn't the best midfielder in the world & maybe he isn't worth 35m, but you underrate him quite a bit, especially on the defensive side. 17m is a laughable price in this market, 25-30m would be fair I guess, since he's 26 years old, has 4 years left on his contract & Spurs don't need to sell. Nasri went for 25m with one year left.

He's quite versatile tho & if he played in Nasri's position for City, he'd have similar numbers. Adam Johnson has a better end product, but everything else is lacking, so it's not worth comparing the two.

Last one looks quite appealing for the ACON period.
Should he join Madrid, I'd wager he'll double his creative output in half the minutes. That's what playing in a top team will do for you. Look at David Silva's assists for Valencia or Ozil's assists in the Bundesliga compared to their current numbers.
