the joke itself is not the issue. the issue is that he allegedly used the punchline "feed the monkey" to encourage his players to get the ball to townsend.

Is Townsend black? I honestly can't remember having only seen him in his two games for England. And that's probably the way it should be - what I saw was someone who was overhyped, gave the ball away too much for international football, nearly cost us a goal by allowing a Polish winger to run past him for Lewandowski's chance and yet could be the difference for us in some games due to his pace and willingness to actually commit a defender by running at him.

As for the joke, it's clearly taking the piss out of the astronaut and uses a monkey as they were what was sent to space first. I suppose you could swap it for a dog, but they had no control of the craft due to the lack of opposable thumbs.

I suspect the people getting offended by this are either thick (and not realising that monkeys were sent to space) or white liberal lefties who think everything will cause offence - the sort who ban nativities in case it offends Muslims, ignoring that Muslims see Jesus as another prophet and would prefer any sort of religious festival compared to the gluttony and excess that Christmas really is for most of us.

Not being British I don't really know the context but this remark makes me think that it's more or less made up in order to feed the message that "the PC-brigade has gone mad". That's what the populist journals over here do anyway. They look for tiny groups or fractions of people or obscure phenomenon and then label their findings as proof of the pc-establishment who's trying to take over the world, kill humour and make sure women get to beat their men into sleep with a dildo, every day.
