What 'current chaos'? Plus, I'd guess a millionaire applying for a visa with a bit of notice wouldn't have too many issues. I also suspect the club would know how to sort those sort of issues out, as he's not the first overseas player.
If he wants the big premier league wages, then he can put up with being away from his family. If he can't, then go get a job in a factory or shop in Montenegro and he can be with them all the time.
