But surely if VAR has decided to award a penalty kick, whether there is a break in play should be irrelevant. What if we passed it around for another two minutes just to be told at the end of it that there’s a penalty from four minutes ago.

That's why the commentators have wondered why players dont put the ball out so the review can happen
