There's a Swiss investigation which is ongoing as well as the American one - it's completely possible the Americans pointed the Swiss in the right direction with something that was out of their jurisdiction if they were unable to get him themselves. Time will tell..

There's six months of campaigning before the vote, so no need to worry yet. Also, Blatter may be going, but the system that elected him, where every association has a vote, remains. I can't see UEFA establishment figures like these two getting many African or Asian votes. The winner will be whoever can pick up a substantial part of Blatter's support.
But that wouldn't get support of the anti-Blatter camp. Solution will be a non-European who UEFA trust to not screw them. Where you find an honest person though is debatable.
Why would anyone assume UEFA would be backing an honest candidate.

As I've said in other threads, the financial implications to Qatar of not holding the world cup there now, due to the investment in infrastructure relating to the world cup would sink FIFA financially. The only possible defence would be to say that the Qataris were guilty of bribery, but South Africa, Brazil, Russia, Qatar were all bought and paid for, so they will most likely have to draw a line under what's happened in the past, compensate the leagues and broadcasters (which will be cheaper than compensating Qatar for the several $bn wasted infrastructure investment), and run with what is already agreed.
