Board Quality And Recent Events

I may not be a high volume poster (96 in 3.5 years) but I have enjoyed lurking 2 or 3 times a day however this morning reading several threads where 50% of the posts are personal abuse with no content has saddened me once again.
Can we "sin bin" for a week posters who post abuse without content as exhortation does not seem to be working ?

I have a threshold of bad posts but the Board may be edging towarsd that threshold being met

i know it's kind off nit picky but the website clocks seem like they've not been put back an hour (post at 12:56 comes up as 1:56). could this be fixed or is there nothing you can do about it??

also is there a way for the site to remember option on post's (email notifications to replie's) rather then having to click it each time, i always forget to click it and have to go back and edit the post
