It's always the way with the rags, couple of good games and the player gets hyped all out of proportion. Doesn't even have to be English, take a look at Macheda, Obertan, etc...

Hey this just in, England has won fuck all since 1966... what harm is it in trying him out when they have essentially tied up the group.

Would he have been picked if still at Wigan, who knows, but when surrounded by talented players thus far this season he has looked very good, so if you surround him with the best England has (yeah I know oxymoron to some) maybe he fits the role. He is young, and maybe can breathe some life into the side.
I've come here to chew bubblegum and kick ass... and I am all out of bubblegum.

This. The issue is not whether he would have been picked playing for Wigan. He's played well and looks promising.

Cleverley's switch to the rags has undoubtedly sped things up getting him called up (as with Smalling's from Fulham).

Like BRF said thou, he does look a promising player to me and he'll get hyped up at the rags and get more recognition quicker. Thats why these players switch clubs. Players switching to us will get called up quicker as well so I don't get all the whinging tbh ...

It should be noted that Cleverley has been with the rags for ages & only loaned to Leicester, Watford & Wigan.

The wikipedia article is a bit confusing though. Apparently he joined them in 2005 but then there's this part:

He was part of Bradford City's youth set up and the next summer he joined Manchester United as a 12-year-old trainee in July 2003.

That doesn't add up as Cleverley was born 12 August 1989, which would've made him nearly 14 in July 2003. The 'source' is pretty useless as well.
