They were allied for a very brief period & split as early as 1948.
The Non-Aligned Movement was founded in Belgrade under Tito & 4 other heads of state to distance themselves further from the Cold War.
Reason enough to not consider them part of Eastern Europe, never mind the Eastern Bloc.
