my guess is that because this was a circus of a transfer, and the possibility of a tapping up inquiry lingers, they are being very careful and thorough with the marketing of Lescott's signing.
they will want to have an interview with him for the official site, and will want to get it perfect, so nothing is said that could get us in any trouble. they will also want to train him on a standard response to the press when he is asked the inevitable questions.
this could be part of why the announcement is taking so long.

Manchester City seal £22m Joleon Lescott deal after 24 hours of legal wrangling
Manchester City on Tuesday night took their summer spending to the £120 million mark by concluding their £22 million purchase of Everton defender Joleon Lescott following 24 hours of wrangling over payments due to third parties connected to the negotations.
Joleon Lescott could make his Manchester City debut in the Premier League encounter with Portsmouth at Fratton Park on Sunday.
Despite Lescott, 27, agreeing personal terms and passing a medical in Manchester on Monday, City were forced to hold further talks with the player’s representatives before finally wrapping up the transfer on Tuesday evening.
The England defender has agreed a five-year contract worth £90,000 a week at Eastlands and he could make his debut in the Premier League encounter with Portsmouth at Fratton Park on Sunday.
City had hoped to unveil Lescott officially at a press conference on Tuesday afternoon, but talks relating to fees owed as a result of negotiations resulted in the planned unveiling being shelved.
Manager Mark Hughes is now due to hold a press conference on Wednesday lunchtime, however, alongside Lescott and free transfer signing Sylvinho.

i think only Mark (Blue Army) and IBH can really comment and confirm the signing. Mark has to review the OS, then paste the OS announcement here, followed by IBH reading it here and then confirming for us.
these transfers are really complex, and it takes a while for MCF.NET to really confirm the confirmation. You'll get the hang of it soon.

Yeah two main papers have reported it now, he might have signed but because he signed so late in the day we are waiting till tomorrow morning to anounce it.
