Emergency keepers - why are they allowed?

When you can't have emergency strikers/midfielders/defenders?

Think because most outfield players at this level could play most outfield positions to an extent - for example putting midfielders up front like Everton did. Goal keepers are generally one position players and you don't get any outfield players who double up as keepers.
