He has been told by club owner Sheikh Mansour to set up a team that can deliver the club out of the dark days of failure and land silverware.
And the Eastlands boss will have anything up to £150million to achieve the dream of a Premier League title.
The fact City have failed to win anything since the 1976 League Cup makes the challenge all the more appetising for Mancini.
And he believes City have already shown they can match the top 3 of Chelsea,scum and Arsenal.
He said: "We were very strong against all of them this season. It shows we have a good mentality - and this is important."

I knew the sun be the first one too start it off with the top 3 and no longer the top four and probley would have been the top 2 if we would have come 3rd.
Think £150 mil should do us and we hopefully get 4 players in left back right back center attacking midfielder and a forward will do me and we will be in that top 3 this time next year.
