Blackpool boss Holloway looks set to name an unchanged side for the showdown at Wembley.
Holloway has named the same starting line-up for the past five matches and, with no new injury or suspension concerns to contend with, he seems certain to do so once more.
Striker Stephen McPhee and defender Danny Coid remain sidelined through injury and Hameur Bouazza is still out because of a groin problem.
Cardiff have been boosted by the return of winger Chris Burke and centre-back Anthony Gerrard ahead of the clash.
Burke (groin) missed the semi-final second leg against Leicester after limping out of the reverse fixture, while Gerrard missed both ties against the Foxes with a calf problem.
The duo may have to settle for places on the bench as manager Jones looks set to name an unchanged side.
Top scorer Whittingham is expected to shake off a groin problem and strikers Jay Bothroyd and Michael Chopra, who have been having treatment on knocks this week, will also be fit.
