In fairness, UEFA's organisation of the tournament was equally, if not moreso, appaling, and led to the events of that night.

The inquiry into the Hillsbrough disaster, the Taylor Report, named the cause as failure of police control, and resulted in the conversion of many football stadiums in the U***d Kingdom to all-seater and the removal of barriers at the front of stands.
