Ballotelli and Kolarov Bids Being Considered/Agreed?

Just been watchin SSN, along the news bar at the bottom, when it has the heading "Prem league" it says Sky Sources Understand (Probably means it bollocks then) that city and lazio agree a fee for Kolarov, and that Inter are considering a bid for Ballotelli.

Kolarov looks the part. Mario though, appears to have a suspect temperament by all reports; can't say he blew me away when I saw him play last season either. Anyone know much about his attributes?
