25 man squad

As far as I'm aware, there are two different sets of rules enforced for Europe and the Premier League.
Are there any rules that apply to the FA and League cups in this respect?

As far as I'm aware, UEFA/FIFA scrapped this idea because it contravened European Labour Laws. The FA tweaked their rules so they could keep the idea.
Personally I think it's ridiculous. This will allow mediocre English players through, rather than trying to weed out the best.
Our under 21's got to the final of the European Championships, and I think only Hart and Milner went to the World cup (somebody correct me if I'm wrong) so I think the problem with the national team is the has beens playing instead of the kids getting their chance (sorry to go off topic)

Sightly off topic, but thinking about the 25 man rule just for the Premier League, why all the fuss? Am I missing something? The newspapers are saying we're in trouble because we've so many players to try and fit in, now the rule is you have to have a 25 man senior squad, inclusive of at least 8 home grown players, and after that you can have an unlimited amount of players under-21.

That's 25 players, and 10 home grown, and chances are Nedum and possibly Ireland will be moved on by September. There's Balotelli, Boyata, Cunningham, Weiss, Ibrahim and Nimely and more who don't need to be counted in that.
So, is there something glaringly obvious I'm missing or are the press just sensationalising it?

I think it's just lazy journalism. When you think of all the signings we've made in the past 4 or 5 windows, it does seem to be slightly problematic off the top of one's head, but when you actually look at it on paper, there's no problem whatsoever.
The players who may not have made the cut were people like Spanish Gaz and Bojinov. Also, Big Phil. Where is he?

Regarding the under 21 rule, basicallly any player born after 1st January 1989 is classed as under 21 for this season.
Ballotelli and Milner are coming so ill add Milner to our squad.
Which leaves us with 32 players to choose from.
