Why the fuck has this red card been rescinded?

same thing happened earlier in the season with West Brom defender Pablo Ibanez. Got a red card rescinded and was then allowed to play against us.

Has it been rescinded on the basis that it was not a foul at all? I remember it being a tug of the shirt but not a clear goalscoring opportunity, which would have resulted in his second yellow card anyway and a sending off.
