Sounds just like The Independent's James Lawton, another "Chief Sport's Writer" who has made it his task in life to denigrate City. Every week - often several times per week - he uses florid, untidy and clumsy prose to attack City and to praise the Rags. Why one of the most decent newspapers in the UK decided to a) employ, and b) promote this clown i don't know, as he and his underlings' support for the status quo is completely at odds with the rest of the paper.
