The Manchester City striker has been linked with a number of clubs this summer, with it clear that he has no future at Eastlands.
The Paraguayan has slowly slipped down the pecking order at City since signing from Blackburn in 2009.
Having found himself out of favour, Roque Santa Cruz returned to Ewood Park on loan last season.
He was unable to earn a permanent move to Rovers but is expected to be offloaded by City before the transfer window slams shut.
Betis have been touted as his most likely destination, and they are closing in on a deal.
The Primera Liga new boys are looking to piece together a squad that is capable of keeping them in the Spanish top flight and believe Santa Cruz could provide the goals to see them safe.

You dont have a medical for a loan do you? So it must be a sale. Real Betis are famously skint so it wont reach 1M. but then again I dont think we ever paid the much-quoted amounts. There would've been appearance, goal clauses and I'm sure we safeguarded ourselves somehow on the medical front.

Yeah. I don't see any point loaning him as no one is going to pay us any money for him when he comes back. Just give him free transfer and negotiate some sort of settlement for remainder of his contract and be done with it.
It's not like Adebayor who we might still get rid of for some sort of fee in future if he has encouraging season for Tottenham. Santa Cruz is done.

Betis and El City early yesterday afternoon arrived at full agreement for the arrival at the green and whites, ON LOAN FOR ONE SEASON, of the forward Roque Santa Cruz, 30, who this very day (Saturday) will land in Seville and travel to Granada to see the first match of his new team-mates.
The father and manager of the Paraguay forward, Aproniano Santa Cruz, reported yesterday, around 7 in the evening to a daily online paper of his country, the existence of an agreement whereby the centre-forward will serve one season at Betis. This was confirmed minutes later to this paper by Betis sources, verifying the truth of the manager's statements.
Santa Cruz had to renounce a part of his wages so that Betis could pay the most part of it , approximately €1.5M during the year, whilst City will pay the rest, this being one of the fundamental aspects of the verbal agreement which will be ratified in the next few days in sevilla, once the player has passed the medical (AAAARRRRHHHHHHH), certainly this Monday first thing at the Clinica Infanta Luisa de Triana.
"The main thing is that there is total accord between City and Betis for RSC to play in Betis, a loan for one season", confirmed definitively Aproniano a ABC Digital, newspaper in Asuncion.
RSC's dad carried on: "There is still one important thing, the medical tests. He will travel this Saturday to Spain and, probably, go to the Betis-Granada match. The tests will be done between Saturday and Monday".
Finally, the forward's father added an important point: "Roque gave up certain fees/payments in order to play, which is what he wants at the end of the day".
Once the negotiations with City and RSC are completed, Betis will try to sign a left back, with Robert Lago of Celta Vigo being preferred by Pepe Mel, as we said more than a month ago. Failing that, the green and whites could negotiate for Garrido (Lazio) - SMALL WORLD!
Also possible is the arrival of a second forward, although not a centre-forward like Zigic, as Mel wants someone with speed. Without being really specialist in this area, players like Pavlyuchenko (Spuds) or Iaquinta (Juve) are possible targets.
