compare that with the £16,700 penalty given to porto for their fans racist chants.

To be honest, I think the FA are missing a trick here. If I were Bernstein, I'd pay for articles in influential/popular African and Asian newspapers highlighting UEFA's pathetic stance on racism, and contrasting it to that of the Premier League. A few ruffled feathers in countries where TV rights for football are pretty lucrative, and the effects will be an increase in PL viewing, and possibly something to force UEFA to take action.
