Is football officially a non contact sport?

I though officially it was non contact but there seems to be mixed answers on it?

I believe it depends largely on what shirt you happen to be wearing.

Yes football is a contact sport but the contact has to be legal. Many complain that in some games that too much unfair contact has been allowed.
It is judgement call by the referee as to the level of contact that constitutes a foul. Players must not kick, push, charge, trip, hold, strike, jump at an opponent etc. The referee has to judge if these have been committed in a careless or reckless manner. So what one referee might determine as a trifling contact not worthy of a foul can be viewed by another referee and the player as a foul punishable by a DFK.

Makes you wonder wtf Mike Dean was watching when Aguero was blatantly fouled in the box.

Halsey did a great job at Liverpool as well. Incorrect red card, incorrect penalty given, but for a similar foul, Liverpool weren't given a penalty.

So, I go with the "it depends on what shirt you're wearing" comment from earlier.
