Am I right that they won't be able to compete in club tournaments this coming season, and will have to wait until 2017-18 for this?

Yep. He's already played for them in non-sanctioned games, and has said he wanted to commit to them, pending recognition. He actually represented Kosovo's seniors before playing for Norway U21s.

That's why I'm asking, when you play under21 nationally does that not prevent you from playing for another national side? I guess these are exceptional circumstances though.

No, U21 doesn't prevent you, only senior representation (I think). Our former 'superstar' who was eligible for Kosovo, Fredi Veseli (remember him? - He's now playing in the Swiss second division) played for Switzerland's U21s before opting for Albania's senior team.

I think Kosovo were erring on the side of 'exceptional circumstances' not being granted in their case - they seemed to have negotiated a 'gentleman's agreement' a while back with Albania that Albania wouldn't call up any more Kosovo-born players unless they insisted on opting for Albania over Kosovo.
