Highly sceptical of this story. You can't just offer a player unless he wants to go. A Sanchez offer quite probably but this seems highly suspect.

A huge step-down for Raheem, why would he even contemplate it?

I assume we're in negotiations with Arsenal over Sanchez and I wouldn't be surprised if they have made the suggestion and put it out and twisted it via Cross who is close to the gooners. Unsettles Sterling and he might then come loose. If there are no negotiations and we've given up on Sanchez it would be easy to put out a categorical denial. If talks are underway it's trickier.
