If the rule didn't come in until 2014 then surely before that 06-13 he was free to place bets and hasn't committed an offence

Not only that but having non-league teams, most of which are amateur or semi-professional, included is nothing short of ridiculous. So some plasterer kicking ball in Isthmian League is supposed to bet on Barcelona - Real Madrid because... errr.... he has some intimate knowledge of curreng fitness of players involved.
