I suspect he has been on the possible radar for a while and may have been a contender for this summer. Sanchez loss and FFP may have simply accelerated him as an option now.
So it may not be as knee jerk as it seems.
Also a factor in this has got to be the succession from Merlin. You could go through quite a number of players to find one that fits close to that mould. I think both Gundo and Bernardo are candidates at this stage and nothing more. City could be further hedging their bets with Mahrez on who may step up to be the nearest thing to DS we can find & develop.

Foden is out for a while yet, Diaz may be an option or Tosin. Possibly Mangala about turn from Everton if it's a permanent deal.

If Laporte is an adequate LB, maybe it's Zinchenko? He would be able to provide cover for whoever takes Mahrez' spot. It would make more sense for Leicester than Yaya, who is finished.
