You can be 4 short of the 25 if you have 4 HG players (nation trained: for the PL) or a combo of 4 players (club and nation trained: for CL). Clubs are penalised one roster space for every HG player they fall short in the PL and CL. So, if we only had a total of 3 HG then we could only keep a squad of 20.
