This claim that clubs recoup transfer fees in shirt sales is a myth. Clubs sign multi year deals with manufacturers so that the manufacturer can use the club's branding, x amount over x years. The manufacturer then generally pays the club an extra 10-15% of the revenue they generate from shirt sales.
