Fulham shot themselves in the foot.
It was a penalty and the 3 sending offs were correct.

No they were not , to even suggest that Willian deliberately handled the ball is a joke , he was getting his Arm out of the way not moving it towards the ball . Scum get lucky again.

it was not hand ball he had his arm in a normal pose and could not do anything about it .

For the purposes of the law its handball. Basically anywhere from short sleeved cuff down is handball, whether deliberate or not except if it comes off another body part immediately before hand or is at a close distance. Personally, I don't think the VAR angles proved conclusively that the ball hit his arm and didn't come off his knee.

The double jeopardy rule change only comes into play if there is an honest attempt at a tackle, a handball or pull of a shirt denying a clear goalscoring opportunity still results in a red card. As soon as the ref gave a penalty Willian was off according to the laws of the game.

With regards to the Sheffield Utd incident I hadn't seen that incident so just watched the video. I can only assume because the keeper was in line with the shot it was assumed that the keeper would have saved it whereas William was on the goal line. The law was applied correctly at the Swamp. Unfortunately.
