Very similar to the Liverpool one which you said was a definite penalty. If your arm is out from your body and the ball hits it a penalty will be given in the large majority of incidents.

The dipper was a direct connection a few yards away and by extending his arm made his presence bigger

The Chelsea one was deflected onto his arm when challenging for the ball barely half a yard away

I agree that a penalty will be awarded in most of these instances. However the Arsenal man literally couldn't have got out of the way. And I also wonder how much influence the commentary has

Mudryk had a header, off target in my opinion that hit the Arsenal players arm. It wasn't a deflection, it was a header on goal. Maybe need to agree to disagree on this but for me if ones a penalty then they are both penalties, neither is a deliberate handball and wouldn't have been given years ago.
