am i missing something , was that penalty var check on Foden beforehand also a foul just outside the box

Weirdly I think VAR can only check for penalties, red cards and goal decisions so because the foul was outside the box, ie no penalty, it reverts to the refs original decision which was a goal kick. Bizarre.
