From what I understand, it's still unclear. UEFA could ban PL teams from playing in UEFA competitions if the PL allows the teams to continue in the league while playing in the ESL, though. And teams can be expelled from the Premier/Football League. It's just a question of what will break and where.
So if the PL position remains the same then the ESL is basically a direct replacement for the CL. The new format of the CL is a travesty and I'd have even less enthusiasm for it than I do presently.
It would be a direct replacement for European competition for all English clubs full stop, as UEFA have a full right to ban an association's team from entering its competitions, and I'm pretty sure it would exercise this right if teams playing in the PL were also playing in the ESL.
The PL doesn't have any power to stop the ESL going ahead, but it does have the power to expel clubs from the PL. Which it could (and, in my opinion, would be well within in its right to) do to save the opportunity of European football for the remainder of the teams in the Premier/Football League.
