Don't think they are that much part of the cartel. They are there, but not on UEFA's shortlist of favorites since Berlusconi left.

It's how the coefficients are calculated. Spurs have 81 from their own performance, with most of those points (47 of them) coming from getting 5 wins and a draw in the group stage in 17/18 and being runners-up in 18/19.
Even if they didn't, the country coefficient automatically gives English clubs a massive boost: If Macclesfield or Slough somehow got into European competition at the end of this season, they'd be ranked above clubs like Legia Warsaw, Fenerbahce, Panathanaikos, Hajduk Split, Anderlecht and Torino, and would enter the rankings around number 80-85. Which is a great safety net for a team that fails to make it into European competition for a few seasons.
