I think there's a lot of interlinked stuff here, which is why rules and punishments are severe. Even if you cannot possibly influence a game, through a friend of a friend, then we all know of footballers and people who have lost everything in the gambling spiral. Merson, Shilton, Bowles (all alegedly).

And when someone gets desperate for money to pay debts...........................

That's without even getting into betting sindicates in the far east, throw-ins etc

I know someone who works in the offices at City and every single employee is not allowed to place football bets. It's in their Employment Contract.
Crazy for a PL footballer to do it. The ban had to be severe as it acts as a deterrent.
