Be great going back to the 90s. Never quite sure if we'd reach the 39 point mark. That's the fast track way to do it unless they are extremely exceptional (and we are getting 1 or 2 now)

All good businesses will have a cash flow plan, with best and worst case scenarios. Finishing last in the PL would have still netted us £100m! And group stage elimination from the CL would still have been worth at least €15.5m just on performance based payments. Then there's the extra for co-efficient payments (ours is on the higher end) plus broadcast payments. So before a ball was kicked, we'd have known about £150m of "winnings". So yes, this would have been part of the budget planning. The rest is a bonus!

some huge bonus payments would have gone to pep, his staff and the players for winning the treble. probably also triggered quite a few transfer fee add on clauses as well.

The academy is now bearing fruit regularly and is fulfilling the purpose.
I do think we could give more chances from the subs bench to a couple more lads to broaden their experience and exposure but I'm not privy to what happens at the training ground. I suspect bringing on a first teamer with 10 minutes to go rather than a young lad has more to do with contractual obligations around appearances and thus bonuses for that player
