City have spent £80 million on Jerome Boateng, Yaya Toure , David Silva and Aleksandar Kolarov already this summer, with Inter Milan striker Mario Balotelli also expected to arrive at Eastlands.
However, Kalou believes City will need more than just high-profile transfers to dethrone Premier League champions Chelsea and the 24-year-old expects the Blues' togetherness will prove the difference this season.
"Just because you bring in 10 new players every year doesn't mean you are going to finish top of the table," Kalou said.
"City did the same thing last season and finished fifth and I am not sure if they'll be any stronger this time.
"Spending a lot of money on new signings doesn't guarantee anything. There are still teams like Manchester United, Chelsea, Arsenal and Liverpool who will always be at the top. Manchester City can do well because they have brought good players in this year but the reality is on the pitch. You can have 10 new players and it doesn't guarantee you anything.
"It's good to keep the same team. This is the squad that won the league and FA Cup double last season. We know how to win. We'll try to bring some youth players through and they will show their quality. From there, we will have a good squad ready for the Premier League and Champions League.
"We are still the team to beat; we are the champions. But everyone will come hard to try to beat us. Since I've joined Chelsea [in 2006], we always fight with Manchester for the title. This year, we will be fighting with four good teams Manchester, Liverpool, Arsenal and Manchester City."
Chelsea are due to bolster their own ranks with an £18.2 million deal to sign Benfica midfielder Ramires, with Deco expected to leave Stamford Bridge to make space in Carlo Ancelotti's 25-man squad.

This utter trivia has been carried by all the newswires today as the last idiot that thinks you cant improve with money speaks. The media seized on it and to be fair the poor dolt is probably shocked that his comments have reverberated around the world.

It's true. The only thing we have in common with Chelsea is that we've spent tons of money.
Whether we can become a title winning team is yet to be seen.
I bet we will though.

These are the sort of things i would stick up in the dressing room to say we need shut all these people up, i would also add a few pictures of Spuds celebrating in our house too from last season. If thing like this dont spur our lads on then i dont know what does......(well maybe the big fat pay cheques)
