Absolutely certain that the law on boozing within sight of the pitch will NOT be changed in the forseeable future and very unlikely that the law on standing will be changed too. Not just because no politician would want to be responsible if something went wrong again but, even more so, the police lobby will be too strongly against it as seat numbers help with the identification of hooligans (as well as deterring hooliganism). Those of us with softer backsides would most certainly appreciate the heated seats though and I'm such a girly puffter that I'd happily nut anyone to keep hold of one.
