It wouldn't work. It's a related party transaction so there would probably be some kind of market value adjustment in the FFP calculation.
So NYCFC could loan a big money signing to say Arsenal without any problem, but to City would mean sanctions. I understand why but it seems flawed and could be a loophole.
A loan to an unrelated party would probably have a fee attached to it to reflect the market value. For instance, if we wanted to loan Messi from Barcelona, we'd have to pay a considerable wedge, with the fee being higher as the length of the loan increases.
If we loaned him from NYC, it is inconceivable that we would be able to put zero through as the cost for FFP purposes. They would have to make some sort of comparison with what it would have cost if we'd loaned him off Barcelona, or perhaps how much it would have cost Arsenal to loan him, as it would undoubtably cost them a lot of money, and adjust the FFP calculation accordingly.
