He has two years left on his deal, Liverpool are not keen to sell him, he is English, already good enough to get into our team, and potentially world class.
That's how it works.
£40 mil sounds about right.

For about the 50th time, he can buy his fucking contract out in December and leave. Liverpool don't have a say in that, so he will not be sold for a massive transfer fee unless we end up inflating the price by bidding against Chelsea and the rags
It's an option that, if enacted, would put Sterling in a powerful bargaining position with Liverpool, although not without seriously damaging the player's standing with fans. More to the point, there isn't much precedent for players using this option to negotiate a better deal with their current club or a transfer to a new one — Jonas Gutierrez is a notable example in England having bought out his contract at Mallorca in order to move to Newcastle United — and the number of high profile players who have done so is approximately zero.

Chill yo. S'all good. I got you. Didn't know where the info was coming from, so I see this:

However, I was thinking that this would not make him look good in the public eye when he wants to improve his view, surely, after all that's happened.
Then I then saw this:

Dude ain't leaving Liverpool hanging. Would be even worse for his reputation, he is not dead set on going to City, and a bidding war would help him get the best deal for himself.
