This Turan deal is weird.
Joining up with Barca in Jan '16...so i guess he'll be cup tied for most competitions.

Barca are paying 34m euros + 7 in add-ons.
They also have an option to return him to Atletico until July 20 for around 30m euro, if the new president fancies a different toy.
All fucked in the head a bit, if you ask me.

They can't register a player till January so no possibility to loan out a purchase. What they can do is buy a player and not play him till January. Bartomeu tried and failed a sort of pre deal for Pogba and even put on a photo stunt with Juve but their bid was refused. Juve CEO says no deal for Pogba this summer whereas the President was more equivocal. Still an outside bet but a 100 million euro bid might be hard to turn down and City seem pretty determined to go the extra mile.

It's much harder to put in an outright transfer ban, though. What prevents a club from talking to a player and agreeing to a transfer secretly?

Such a transfer would be feasible but, at the end of the day, there would still have to be some pretty imaginative book-keeping to mask the issue, if any amounts of money secretly changed hands.
I don't think it's an insurmountable problem though, for the likes of Barcelona, or their corrupt ilk.
