Sam Lee of Goal's tweets seem to have nailed the story. Palmeiras is in a legal dispute with a former agent who says he owns 22.5 per cent of the player. A court case in Brazil established that Palmeiras could sell him so City say any further legal action between Palmeiras and the agent is irrelevant to them. The FA are looking at the papers involved and appear to be satisfied with City's position that no third party issue is involved. However, they haven't given final clearance yet.
