Looking at Germany over these 2 games they look organised but lacking in creativity. In fact, they look a little arrogant, as if they can walk into the latter stages.

Thats actually exactly how it works...
The ref on the pitch doesnt have to go over and view the screen himself. He can, but he doesnt have to in order to overturn a call.
