There's no need for a work permit in Italy. I think UK is the only European nation where you need a work permit, in Italy there's only a rule that you can't sign more than one (or two? I can't remember) extra-EU player from abroad per season. No restrictions on signing extra-EU players already in the country.

There's no rule saying we couldn't. We could buy anyone we wanted at any time of the year. Registering a player with the FA/Government is another matter though.

I'm an Inter fan, but I'm following this forum and I'm watching City with sympathy since Mancio took over. I just wanted to point something out:

It's not Man City who did something wrong, it's your FA which blocked the transfer of Mariga to Man City (and the rules your FA has).

To buy a foreign, non-EU player there are two rules:
1. He must have played with it's national team at least 75% of the games in a season (this was OK, since he played 98% I think)
2. The player must be from a country which is positioned above the 70th place in FIFA ranking (Kenya is on 98th place)

In Italy is a rule that the teams can buy only 1 non-EU player from outside of Italy (per season) - but the clubs can buy all the non-EU players from within Italy as they wish.

It's not that somebody did something wrong regarding the transfer - it just wasn't possible.

Yeah, I had already pointed that out, although I wasn't sure if it was one or two non-EU players from abroad per season. Thanks for confirming that this is the rule in place in Italy.

Well, then Diouf didn't pass the Int. Caps criteria, Mariga didn't pass the FIFA ranking one. Since both are the same age it probably came to this:

Panels

Where an application does not meet the published criteria, a club may request a panel to consider the player's skills and experience. In these cases The Football Association will refer the club's evidence to an independent panel.

Where possible the club's supporting evidence will be sent to The Football Association and other football bodies in advance for their consideration in order to allow an informed decision.

The panel will normally consist of representatives from the relevant football governing bodies together with up to three independent experts. The FA will endeavour to ensure there are no conflicts of interest between the independent experts and the applicant club. If the applicant
club wishes to object to the involvement of any of the independent experts it must do so in writing at least 24 hours before the panel hearing, explaining their reasons for the objection.

The panel's terms of reference are:

- To consider whether the player is of the highest calibre.

- To consider whether the player is able to contribute significantly to the development of the game at the top level in England.

The panel will make a recommendation to The Football Association whose decision will then be relayed to the club. The details of the voting will not be disclosed. Each member of the panel will provide written reasons for their own decision to the Secretary of the panel. A majority positive vote is required to approve an application (e.g. 4-2, 5-1 or 6-0).

Which means - a subjective decision based on reviewing the material given by the club as 'argument' for granting the work permit. And yes, now it pretty much comes down to:
1. How much power of persuasion does a club have on this panel
2. How good are club representative at explaining why the player is soooo good, and sooooooo needed.
